Helping NY Nonprofits Prepare for Stimulus

A Series of Special Reports on Economic Stimulus & Recovery: How New York's Nonprofits Can Learn More About and Prepare for Stimulus Money
These new "Policy Updates" will be brought to you by the New York Council of Nonprofits (formerly the Council of Community Services of NYS, Inc.) when timely information affecting our members and NYS Nonprofits is announced.

Charitable Driving Tax Relief Act (HR 590) Introduced
New life for the GIVE ACT? Congressmen Petri (WI-R), Campbell (CA-R), and Platts (PA-R) have introduced a bill that  would exclude from taxpayer income any reimbursements received by a nonprofit for volunteer driving up to the standard mileage rate - today 55 cents.  The new bill would also drop a federal requirement that charities report their reimbursements to the IRS, thereby removing an administrative and paperwork burden.

NY | Property Tax Exemption and Appropriation for Nonprofits
AB 2236 would amend the real property tax law to provide a property tax exemption to nonprofits, and allow owners of exempt property to apply for state financial aid in an amount equal to the sum of the property tax that the owner would have paid had the property not been exempt.

We are pleased to provide you with three new Special Reports from the National Council of Nonprofits (to which you belong through your membership with the New York Council of Nonprofits formerly the Council of Community Services of NYS, Inc.)
 
The first Special Report, Federal Economic Stimulus Legislation: Nonprofit Grant Opportunities, analyzes the 407-page economic stimulus legislation that President Obama recently signed into law: the American Recovery and Reinvestment Act of 2009.
 
We are pleased to share this analysis so you can:
  • As Americans, better understand this historic piece of legislation (see pages 8-11); and
  • As nonprofit leaders, consider ways your nonprofit might qualify for a grant (pages 2-7).

The second Special Report, American Recovery and Reinvestment Act of 2009: Grant Application Information, Tips, and Thoughts focuses on:

  • Grant information, tips, and considerations - including that the new federal stimulus package offers some grant opportunities, but is not a universal remedy for everyone.
The third Special Report, Whether and How States Are Accepting & Distributing Federal Stimulus Funds reviews how various states have indicated they will handle the federal funds.
 
These Special Reports launch an on-going series that you will be receiving because you are a valued member of The New York Council of Nonprofits and the National Council of Nonprofits.

Because the economy is on the top of everyone's minds, and because this historic legislation is so massive in scale and so fast-moving with quick grant deadlines, the National Council has agreed to provide us with as much information as possible.  
 
Future Special Reports will explore not only the stimulus bill, but also promote a deeper understanding about the intersection between the nonprofit sector and our nation's economic recovery. By providing these new resources to you as they come out, our intent is not to overwhelm you with things to read, but to provide you with quality information about time-sensitive opportunities and issues.
